A Commonwealth Regulatory Agency

The Challenge

DDP was the selected partner in 2021 to provide partnership support for a major Online Digital Forms Transformation Program. The agency had over 330 paper-based PDF forms that required like-for-like digital transformation onto a single platform. 

This challenge was complex due to:

  • Single-state forms with minimal inbuilt business logic.​

  • Integrations to the Agency’s ESBs, EDRMS and CRMs.

Our Approach:

The key business drivers were to: 

  1. Improve regulatory effectiveness ​by adapting and modernising systems and processes to achieve efficient and effective risk-based regulatory outcomes.

  2. Enable business process efficiencies by removing noise and delivering a productive and sustainable way of working. They desired to drive comprehensive process alignment that removed manual effort.

  3. Improve technical platform sustainment ​by reducing technical debt, increasing the speed of forms digital delivery and exploring opportunities to move to a SaaS cloud operation.

  4. Improve end-user and staff experience ​by enabling and empowering staff to provide the best quality user experience for their practitioners that is simple and easy to use.

DDP provided assistance across a two-phased approach:

Analysis and Design​:

  • Comprehensive review and analysis of current state form offerings and underlying business process, requirements, pain points, and opportunities for improvement.​

  • Stakeholder engagement and workshops to elicit requirements.​

  • Design/consolidation of 200+ registration forms into a common solution design.​

  • Drafting of detailed design documentation, specifications and testing plans.​

Digital Transformation :

  • Assessment of the technology stack, with strategic advisory support regarding the alignment of solution/architecture/methodologies to best practice and move to SaaS.​

  • Coding/development of eForm solutions. 


Key Outcomes

  • Upgrade Implementation Plan with detailed insights surrounding approach and risks.​

  • Comprehensive Platform Analysis/Remediation and Forms Audit Reports.​

  • Strategic design recommendation consolidating 200+ disparate registration forms using conditional logic, reducing the Agency’s technical debt, maintenance and management overheads by orders of magnitude while facilitating a consistent user experience.​
